Secure Internet: Russian Self-Regulation Initiatives

Enhanced Internet user security is a serious challenge requiring the synergy of the entire industry, NGO and public agencies. At that, regulation and self-regulation should apply in parallel.

Russia has launched several self-regulation initiatives. The declaration: Return for the Safety of Children and Young People on the Internet, defined the main principles of all stakeholders’ performance ensuring safe use of the Internet by the young generation.

The Charter of Russian Communication Operators Against Children’s Pornography (2010) defines the operators’ intent to foster Internet user safety and fight jointly against children’s porno production, storage, provision and distribution in the Internet. Another initiative, the Hosting Provider Charter, stipulates, inter alia, the specific claim processing procedures relating to unlawful content and children’s porno removal.
It is highly important to bolster this and other initiatives as well as encourage Russian content and service providers to develop the relevant industry standards. Lastly, the self‑regulation initiatives should develop in close relationship with law making.
