Vice-Minister of Communications of the Russian Federation (2008) in charge of development strategy and R&D policy. Advisor to Director General Federal Agency for Government Communications and Information (FAPSI) (1995-1997). Managing Director, Info Systems Institute, Kurchatov Institute Research Centre (1997). Chair of Informatics and Computing Networks, Nano/Bio/Info/Cognitive Technology, Moscow Physics and Technology Institute. Doctor/physics&maths (1987) and Ph.D. (1979).

Chairman, the Supervisory Board, Internet Development Foundation. RUNet founder and a leading theorist in electronic substance structure and nuclea-electronic processes. Over 50 publications with renown in Russia and abroad.
